The war against Manticore that the still-hidden Mesan Alignment had launched with it's sneak attacks against Manticore and Grayson with such success was not going to the plans laid down by the hidden leaders of the Alignment as fleet after fleet of technically inferior Solarian ships were launched at Manticore so in an attempt to divert what should have been limited resources, the Alignment has sent out other agents to promise rebellious worlds the backing of Manticore's navy should they rise against the transstellars that were bleeding their worlds. but almost by accident, Countess Gold Peak learns of these plans and tells her commanders to honour any requests they received...

This really is a bitty book as we jump from one rebellious world to another, with a diferent set of rebels, with different names at each place. Despite that, it was difficult to keep up with the various rebels and their successes and failures.
