This is a device analogous to the physical whip of yore.
It is dissimilar in that physical force is not required to inflict pain. Instead a force (rarely, if ever, explained) is applied to the victim's nervous system anagalous to the effect of being physically harmed. Only in this case there is generally no physical whelting.
In most cases the device can be adjusted to inflict varying degrees of pain all the way up from a relatively mild tingling to death.
