Civilisation Levels

A method of broadly defining civilisations based on their ability to manage energy resources. This is broken down into three types:

• Type I: Capable of fully utilising the energy generated by a whole planet
• Type II: Capable of utilising the energy generated by a solar system
• Type III: Capable of utilising the energy resources of an entire galaxy

No Terran civilisation has properly reached even type I levels. Yet!
